Manage Windows 8 and Windows Server 2012 policy’s in a Windows Server 2008 (R2) Domain
Why
The Group Management Console (gpmc.msc) on Windows Server 2008 (R2) don’t recognize the new Group Policy settings for Windows 8 or Windows Server 2012. To enable this you need to copy the new Group Policy templates into the Central Store in the domain.

Download the windows 8 .ADMX files from microsoft site

Or copy the policy’s from a Windows 8 / Windows Server 2012 client, source location %systemroot%\PolicyDefinitions
Paste the Group Policy Templates .ADMX files to the central store location on the Domain.

on a domain controller local path this is %systemroot%\sysvol\domain\policies\PolicyDefinitions
